APPROVE APPOINTMENT OF CITY MANAGER HAROLD STEWART

The recruitment firm, GovHR was hired in July to facilitate the search for a City Manager for the City of Minot. After the firm advertised the position, reviewed resumes, interviewed candidates, and conducted background reviews, the City Council as well as community stakeholders, conducted interviews with three potential candidates. Harold Stewart, was selected as the preferred candidate and offered the position. Contract negotiations took place and the agreed upon contract is attached.

It is recommended the City Council approve the appointment of Mr. Harold Stewart as City Manager for the City of Minot and authorize the Mayor to sign the contract on behalf of the City.

EXECUTIVE SESSION: CITY OF MINOT’S CONTRACTS WITH CYPRESS DEVELOPMENT, LLC FOR THE CONSTRUCTION AND MANAGEMENT OF THE RENAISSANCE AND CENTRAL PARKING RAMPS

This matter is presently an open and active civil case pending before the North Central Judicial District as Case No. 51-2018-CV-00518. The legal authority for closing this portion of the meeting is North Dakota Century Code sections 44-04-17.1, 44-04-19.1 and 19.2.  The topic or purpose of this executive session is to afford the City Council an opportunity to consult their attorneys, discuss negotiating strategy and/or provide negotiating instructions to its attorneys and other negotiators regarding these pending legal matters, for which negotiation is reasonably likely to occur in the immediate future and discussion in an open meeting would have an adverse fiscal effect on the bargaining position of the City.
