Special City Council Meeting
The City Council of the City of Minot will be holding a special meeting June 11, 2021 from 9:00 AM-4:00 PM, at the Parker Center (21, 1st Ave SE, B)

1.

Ordinance No. 5607

It is recommended the City Council pass Ordinance No. 5607 on second reading to Rezone Norton's Addition, Lots 14-17 in Block 3 of the Replat of Lots 41 Thru 49, Block 1, and Blocks 2 & 3 from C2 to M1

High Performing Governance in Council-Manager Cities

Dr. Nalbandian will present a workshop that explores the disruptive forces that affect contemporary local govemment and share insights about how the roles, relationships, and responsibilities of the executive and legislative functions are intended to work in the Council-Manager form of government.

Workshop Debrief

After hearing from Dr. Nalbandian, we will discuss key takeaways to establish a foundation for our governance discussions.

Governing Body Roles and Effectiveness

We will introduce six roles that Julia Novak and Dr. John Nalbandian identified in 2016 that the Mayor and City Council must fulfill as the governing body. During our discussion we will identify the activities that the governing body is engaged in when fulfilling each role, and then discuss individual preferences and how the body should focus its energy to enhance its effectiveness.

Sharing Expectations

We will reflect on your thoughts in preparing for this retreat and articulate the expectations you have for one another as you govern and work together.
  • What do you need from your Council colleagues for you to be an effective Council member?
  • Given the expectations of others, which expectations challenge you, and why?
  • As a governing body, what do you need from the staff?
    • What are you willing to give the staff?

The Ideal Member of the Governing Body

We will consider how different groups (the public, the staff, and your City Council colleagues) might describe an "ideal" member of the City Council
8.

True Today - True in Ten Years

Each person will be asked to share their response to the following questions:
  • What is true about Minot today that you hope will still be true ten years from now?
  • What is not true about Minot today that you hope will be true ten years from now?
9.

Parting Thoughts/Adjourn

As the first day comes to a close, each participant will be asked to share a parting thought on how they feel about the work done thus far.
