APPROVE THE FISCAL SPONSORSHIP AGREEMENT BETWEEN SOURIS VALLEY UNITED WAY AND THE CITY OF MINOT

The Mayor's Committee On Addiction is applying for a grant from the Bush Foundation which requires an agreement with a fiscal sponsor.

AMENDMENT TO CDBG-DR/NDR RELOCATION POLICY #2

Relocation Appeals Committee has approved a recommendation to amend the CDBG-DR/NDR Relocation Policy #2 to address unanticipated circumstances experienced with buyout properties to assure fair and equitable treatment.

DISCUSSION: BOW HUNTING WITHIN CITY LIMITS

LANDFILL COMPOST TURNER (4263)

The City Landfill has been using a compost turner that was purchased in 1993. This unit has served us well, however it has reached the end of its useful life span with frequent breakdowns and parts becoming difficult to find. On Thursday, September 28, 2017, bids were opened for a new compost turner and two bids were received. The bid from Midwest Bio-Systems at $65,270 exceeds our budget amount by $5,270. The unit bid by RDO Equipment is within our budget at $42,550, however does not meet the specifications in many important areas. After reviewing the bids and contacting the bidders, Midwest Bio-Systems has a smaller unit that will still fit the needs of the Landfill while coming in at a lower cost to stay within our budget. 

It is recommend the City Council reject bids and authorize Public Works to rebid the Landfill Compost Turner.
