1.

BUILDING RELOCATION REQUEST- DOUG BRACKETT- 1504 3RD AVE SW

It is the opinion of the Assessor's Office, this structure would currently meet 60% of its replacement cost as per Sec 9-47 (b) (c) of the Minot Code of Ordinances once it has been placed at the new location and will be compatible with the existing properties.

It is recommended the Committee and Council approve the relocation of a detached garage from 1603 7th Ave SW, Minot ND, 58701 also known as Amended Plat of Westwood R/A of Vallie Addition Lot 12, to 1504 3rd Ave SW, Minot, ND 58701, also known as Forest Acres Addition Replat & R/A Lot 10 Block 1, subject to conditions.

REQUEST TO PURCHASE TICKET VENDING MACHINE FROM GFI GENFARE (4269)

On February 4, 2016, a North Dakota DOT Section 5339 grant was approved for the
purchase of a Ticket Vending Machine. The required 20% matching funds we approved in
the 2017 City of Minot budget. An approval for alternate procurement (sole Source) was
approved by the NDDOT on August 21, 2017.

It is recommended the Committee and Council approve sole source acquisition of GFI Genfare ticket vending machine.

REQUEST FOR PERMANENT ENCROACHMENT WITHIN CITY RIGHT-OF-WAY FOR 2125 ELK DRIVE

A request has been received for an encroachment permit to allow a concrete landscaping island and parking lot lighting system to encroach into the City right-of-way. The encroachment into the right-of-way varies from 13.86 feet to 4.33 feet along Elk Drive/22nd Avenue SW where the landscaping islands and parking lot lighting will be placed. The Owner of the business suffered a loss due to fire and is replacing the existing building with a larger structure. The Owner is required to bring the site into compliance with current ordinances, to include landscaping islands for parking lot buffering. The Owner is requesting the encroachment in order to accommodate business operations and the space needed for maneuvering inventory. 

  1. Recommend the City Council approve the encroachment of a concrete landscaping island and parking lot lighting system in the boulevard with the following conditions:
    1. The Owner signing the permit agrees that the costs of maintenance and replacement be his responsibility.
    2. The City Attorney prepare the encroachment permit agreement, including language to protect the City from liability.
    3. The City Council retains the right to revoke the encroachment permit if it becomes necessary for any reason.
    4. The property owner pays a $100 processing fee.

ENGINEERING CONTRACT AMENDMENT DOWNTOWN INFRASTRUCTURE IMPROVEMENTS (3608)

The Downtown Infrastructure Improvements Project is in the final year of construction and will be completed within a few weeks. The project was a complete reconstruction of downtown Minot encompassing 26 square blocks. It was the largest and most complex reconstruction project ever undertaken by the City of Minot.

1. Recommend Council approve the contract amendment with HMjv in the amount of $84,514 and authorize the Mayor to sign the amendment.
2. Authorize the use of contractor liquidated damages to offset the increase in engineering costs.

RFP FOR CITY TOWING SERVICES

The Police Department wishes to receive proposals for a Towing Services contract to handle City requested towing services such as police impounds. This contract would also be utilized when a city vehicle needs to be towed by a towing service including all other City departments.

It is recommended the Committee and Council authorize the Police Department to advertise an RFP for City Towing Services.
6.

SPECIALTY RESTAURANT BEER & WINE LICENSE- MADIHOPE, LLC DBA UNCLE MADDIO’S PIZZA JOINT

The City received a request from Madihope, LLC dba Uncle Maddio’s Pizza Joint to take ownership of the Specialty Restaurant Beer & Wine license operating at 3310 16th St SW.   

It is recommended the Committee and Council approve the request from Madihope, LLC dba Uncle Maddio’s Pizza Joint for a Specialty Restaurant Beer & Wine license operating at 3310 16th St SW.
7.

LIBRARY ROOF REPAIRS

The Library’s roof was installed in 2001. Following an inspection on 7/12/17, it was
discovered that the integrity of the sealants and some of the fasteners are failing and need to
be replaced as well as some other minor repairs.

It is recommended the Committee and Council pass an ordinance to amend the 2017 annual budget to transfer funds saved from project LIB022 (Library Server) to the Library’s Building & Grounds account to complete necessary repairs to the roof.


8.

LIBRARY AIR CONDITIONER PURCHASE (LIB030)

Purchased in 1999, the Minot Public Library’s west air conditioning unit has only been functioning at 50% for at least two years due to a leak that has been unable to be located. An inspection in 2016 resulted in the recommendation to replace the entire unit when possible due to this leak and the difficulty in replacing parts. In July of 2017, a sensor failed and needed to be replaced. Finally, on September 9th the entire unit stopped working and it was discovered that a pipe from the unit to the building had warped and leaked antifreeze.

Recommend the Committee and Council pass an ordinance to amend the 2017 annual budget to transfer funds from Sale Tax Major Projects to the Library's Building & Grounds account to replace an air conditioning unit.
9.

PURCHASE OF DISC CLEANER FOR MINOT PUBLIC LIBRARY (LIB029)

The Minot Public Library currently has a collection of over 14,000 DVDs and CDs and needs a new disc cleaning system in order to keep these discs in good condition.

Recommend approval to purchase an ECO Auto-Smart Disc Repair System for $5,440 from the Library’s Memorial fund, pass an ordinance to amend the 2017 budget to increase the capital purchase fund revenues & expenditures for the purchase of a disc cleaner and approve the transfer of funds.
