1.

DEMOLITION SPECIAL ASSESSMENTS 2017

The demolition project was awarded to Berger Enterprises on May 2, 2016. This project included both the demolition of structures purchased for flood control and demolition of non-flood control structures. The attached list represents non-flood control locations of which demolition work took place and the City wishes to certify the list to Ward County for collection with property taxes.

It is recommended the Committee and Council approve the assessment roll for 2017 demolitions.
2.

SPECIAL ASSESSMENT OF 2017 NUISANCE ABATEMENT (4198)

Nuisance abatement project 4198 was awarded to DL Barkie on June 6, 2016. The attached
list includes those properties of which nuisance abatement was completed between August 1,
2016 and July 31, 2017. The City wishes to certify the list to Ward County for collection
with property taxes.

The City recommends approval of the assessment roll for the 2017 nuisance abatements.
3.

FINAL PAYMENT - WELL REHAB PROJECT (4210)

In 2016, while performing routine maintenance on some of our wells, it became apparent we had some issues with our aquifer and production rates from our old wells. Teaming with Houston Engineering, test wells were drilled and new wells were designed to help improve well capacity from the Minot Aquifer. In June a project was bid to drill and install new wells. Thein Well Company, Inc. was the low bidder for the project at $560,550 and they have completed all items remaining for the project.

It is recommended the Committee and Council approve the final payment amount of $117,224.36 to be paid to Thein Well Company, Inc. for the Well Rehab Project.
4.

FINAL PAYMENT - AERATION BLOWER IMPROVEMENTS (4105)

In 2014, Apex Engineering completed a Wastewater Treatment Facility Plan for the City of Minot. In that study, Apex identified a deficiency in blower capacity that was resulting in inadequate wastewater treatment and odor issues at our aeration ponds. A project was designed and bid in 2015 to upsize the aeration blowers and replace the air piping. Northern Plains Contracting was the low bidder for the general construction at $2,150,000 and they have completed all items remaining for the project.

It is recommended the Committee and Council approve the final payment amount of $114,884.54 to be paid to Northern Plains Contracting Inc. for Aeration Blower Improvements.
5.

4172 - FINAL PAYMENT MEMO

The NDDOT obtained federal funding to replace outdated signing on federal routes around Minot. The federal funding covered almost all of the cost of the project, and the City had a cost share for the portion of the project on Valley Street.

It is recommended that the final payment of $82.94 be paid to the North Dakota Department of Transportation (NDDOT).

6.

SNOW REMOVAL EQUIPMENT (AIR060) BUDGET AMENDMENT

The project was approved fully with FAA funds in 2017 but the airport will be splitting the project into Phases in order to rebid for the equipment in 2018. The 2017 FAA award has been amended by the airport in order to reduce for the expenses that will occur in 2018 and will be reapplied for on the 2018 FAA grant application.

It is recommended the Committee and Council pass an ordinance to amend the 2017 annual budget to decrease the capital expenses and revenues to split the purchase of the SRE Broom into Phases.
7.

NDR LMI GAP FINANCING BUY-IN HOMEOWNER INCENTIVE

Policy to offer gap financing to low and moderate income homeowners in NDR buyout program or with home that was flooded wishing to sell with gap financing to cover costs for buying another home in Minot outside the flood inundation area not covered by first mortgage and/or home sale proceeds.

It is recommended the Committee and Council approve the Gap Financing Program for low/moderate income flood impacted homeowners known as Resilient Homeowner Buy-in to Minot Incentive.
8.

NDR SUBRECIPIENT AGREEMENT WITH THE NORTH DAKOTA HOUSING FINANCE AGENCY

Agreement with the North Dakota Housing Finance Agency as a public authority under HUD rules for the purpose of managing the Resilient Homeowner Buy-in to Minot Incentive (NDR Gap Financing for LMI homeowners)

It is recommended the Committee and Council approve the sub recipient agreement with the North Dakota Housing Finance Agency and authorize the Mayor to sign the agreement.
9.

PRESENTATION OF NDR SOURIS RIVER DECISION SUPPORT TOOL

Some $500,000 of the NDR funds were set aside to develop a Souris River decision support tool to help the city with flood control and mitigation planning and project development.  It is sufficiently completed to warrant a presentation to the City Council by CDM Smith.

10.

AIRPORT ACTIVITIES, REPORTS, AND PROJECT UPDATES

The Airport Director will give a presentation on Airport activities, reports, and project updates.
11.

MMD CAR RENTAL AIRPORT USAGE

In the past, MMD Rentals has used Minot Airport's parking lot to drop off cars for clients who are flying in. The City has issued a cease and desist order to stop the practice, stating it violates FAA the unfair business practices and puts FAA grant funding in jeopardy. Car rental companies currently have Lease and Concession Agreements with the City to operate at the Airport and are paying fees ranging from $14,251-$21,500 per month.

MMD Representatives would like to appear to discuss use of the Airport parking lot for rental car drop-off for clients.
