1.

6TH ST UNDERPASS PUMP STATION FINAL PAYMENT

  1. It is recommended the Council approve final payment to Mattson Construction in the amount of $44,996.84.
2.

FINAL PAYMENT- 2017 NON-CDBG STRUCTURE DEMOLITION AND SITE RESTORATION

The non-CDBG structure demolition and site restoration project was awarded in April, 2017 for $1,225,435. The bid included non-CDBG (blighted) and CDBG home demolitions. The blighted homes are funded with a North Dakota Housing & Finance Grant which expires on June 30, 2017. Accordingly, the contractor made blighted homes the first priority and expedited their completion. The attached final payment only includes non-CDBG demolition and there will be another final payment at season’s end for the remainder of the contract.

It is recommended the City Council approve the final payment request from Berger Enterprises, LLC for $161,493.95 for the structure demolition and site restoration project.
3.

EMINENT DOMAIN LEGAL SERVICES CONTRACT (NDR002)

The City of Minot advertised a request for proposal to acquire legal services to perform eminent domain cases as needed in support of the flood control project.  One qualified submission was received, scored by city staff, and is therefore recommended for approval.

It is recommended the committee and city council award the bid to Swanson & Warcup for the City of Minot Eminent Domain Legal Services - project number NDR002 and further authorize the mayor to sign the necessary documentation.
4.

INCREASE PD ADMINISTRATION & PATROL OPERATIONAL SUPPLIES WITH ASSET FORFEITURE FUNDS

The City of Minot received asset forfeiture of $40,506.15 on 3/23/17. The Minot Police Department would like to use these funds towards operational supplies in Police Administration and Police Patrol.

It is recommended the Committee and Council pass an ordinance on first reading to amend the 2017 annual budget to increase the Police Administration and Patrol Operational Supplies expenditures and revenues to purchase equipment with Asset Forfeiture funds.

5.

INCREASE PD ADMINISTRATION ASSOCIATIONS WITH US PROBATION AND FBI FUNDS

The City of Minot received $200 from the US Probation Office on 5/22/17 and $500 from the FBI on 5/25/17 to be used to pay the range fees to the Ward County Law Enforcement Range.

  1. Recommend the Committee and Council pass an ordinance on first reading to amend the 2017 annual budget to increase the Police Administration Associations expenditures and revenues pay for the range fee to the Ward County Law Enforcement Range
  2. Authorize the Mayor to sign the ordinance

BUDGET AMENDMENT FOR AIRPORT (AIR062)

RECOMMEND CITY COUNCIL TO APPROVE THE ADDITIONAL BUDGET AMENDMENT NEEDED FOR THE CAR RENTAL NEGOTIATIONS AND QUICK TURN AROUND FACILITY REQUEST FOR QUALIFICATIONS. (AIR062)

AWARD OF BID - GA APRON (AIR029)

In December 2016 Committee and Council approved Airport capital improvement projects including perimeter road reconstruction, general aviation north apron reconstruction, and the purchase of a snow removal equipment broom.  For these projects to move forward the Airport must now award the bid.   
  1. Recommend award of the General Aviation North Apron Reconstruction to the low bid as submitted by Wagner Construction, pending award of FAA grant funds; and
  2. Authorize the Mayor to sign any applicable documentation
  3. Recommend the City Council pass an ordinance on first reading to amend the 2017 annual budget to decrease the capital expenditures and revenues for the GA Apron Phase I – North Apron.

      In December 2016 Committee and Council approved Airport capital improvement projects including perimeter road reconstruction, general aviation north apron reconstruction, and the purchase of a snow removal equipment broom.  For these projects to move forward the Airport must now award the bid.   
      1. Recommend award of the Perimeter Road Reconstruction to the low bid as submitted by Wagner Construction, pending award of FAA grant funds; and
      2. Authorize the Mayor to sign any applicable documentation
      3. Recommend the City Council pass an ordinance to amend the 2017 annual budget to decrease the capital expenditures and revenues to reconstruct the perimeter road.
      9.

      AWARD OF BID - SRE BROOM (AIR060) - ITEM WITHDRAWN

      In December 2016 Committee and Council approved Airport capital improvement projects including perimeter road reconstruction, general aviation north apron reconstruction, and the purchase of a snow removal equipment broom.  For these projects to move forward the Airport must now award the bid.   

      After the bid opening, staff decided to wait to award the bid for the SRE Broom.
      10.

      SIDEWALK REPAIR ASSESSMENT(4166)

      The Sidewalk Repair project (4166) was approved by City Council in August 2016 and work completed in November 2016. 

      It is recommended the Committee and Council approve the assessment roll for this project so loans may be processed in preparation for certification to Ward County for collection.
      11.

      PAVING DISTRICT 498 – 15TH AVE SE EAST OF 55TH ST

      It is recommended the Council pass the following resolutions:
      1. Create Paving District 498
      2. Direct preparation of the Engineer’s Report
      3. Approve the Engineer’s Report
      4. Direct preparation of Plans and Specifications.
      5. Approve the request for Ackerman-Estvold to provide the necessary engineering services and authorize the Mayor to sign the contract on the City’s behalf.
      6. Waive the Resolution of Necessity and Public Hearing since a majority of the district area has petitioned for the project.
      7. Approve the Plans and Specifications and authorize a call for bids.
      8. Approve the use of general obligation bonds and adopt the reimbursement resolution to pay for the City’s cost of the project.
      9. Approve a bond term of 10 years.
