Makes recommendations to the City Council on the following: financial matters (spending, revenue, borrowing, MIDA Bonds); special assessment projects; Finance Department items; Personnel/Civil Service items; Assessor's Department items; Recreation/Auditorium Department items; ordinances; financing of highway projects; social services; community development grant projects; annexations.

Appointments, Memberships, Term
One of two standing committees of the City Council and is appointed by the Mayor to two year terms commencing on the date of the City Council Reorganization meeting following the regular biennial municipal election.
